No, no decision has been taken so far as I know.  Happily, I think the new core-libraries committee is planning to think actively about this question.

Edward: are you going to have a public mailing list (that anyone can join) for most discussion, plus a private committee-only one for occasional use?  Or are you going to use libraries@ for the former?
