Has there been a decision somewhere on what to do? The wiki page sets 
out the parameters of the design, but doesn't have any conclusions that 
I could see.  Splitting base has the potential to be extremely 
destabilising, I want to make sure that we're getting appreciable 
benefits in exchange.
