[GHC DevOps Group] CircleCI status and budget concerns

Thanks, Gershom. It’s good to know that we have got this option.

The immediate issue with CircleCI is resolved as Google X have generously offered to fund this for a year. They now help us out with both AppVeyor and CircleCI. Thank you, Google X!
