We do have such a legal entity. That is the purpose of Haskell.org — it is
a registered 501c(3) nonprofit which is equipped to handle donations,
including earmarked ones, and through which we can organize and manage
contributions in a uniform way, using them to fund essential haskell
infrastructure — including, e.g. CI systems.

We already have a standing offer that has not been acted on yet, to
contribute up to I think 50$/mo for CI stuff from haskell.org. We could
have some discussion to bump that somewhat, and along with that we
certainly could also be a central clearing-house for other earmarked
payments that sum up to the total from either individual _or_ institutional
contributors.

I would not like this offer to pre-empt institutional support from the
companies represented in the devops group — after all, a key part of the
purpose of this group was to organize and procure support from commercial
groups that make use of haskell, and substituting crowdfunding for that
won’t get us to that end. However, I do want to be clear that the
mechanisms do exist for handling individual contributions, and we can seek
a solution that combines that with more reliable long-term institutional
commitments to funding.
