[PATCH] cabal-install: Handle getModificationTime for ghc-7.5

the attached patch fixes compilation of cabal-install with current ghc master.

Tested-with: ghc-7.0.3, ghc-7.2.1, ghc-7.4.1, ghc-7.5.20120216
