Comment:

 The problem is very likely that /tmp is mounted noexec, see ticket #696.
 The log is consistent with this, the failure happens when trying to run
 the setup program.

 We should determine if Ubuntu 10.04 is now always using a /tmp mounted
 "noexec" since if that is the case we will need to use a different temp
 directory.
