Why is there a cabal file at all?

Sorry, I've never heard abaut DSEL yet.
I still feel like beening a total beginner.. ;)
But I'll try to fill this lack of knowledge.
I was thinking in IO monads as I didn't know something better..

Conal : Can you help me lifting my skills and tell me in some sentences
how a build system could benefit from DSELs?
