[Haskell-beginners] Execution error in using text-icu on windows

Hello, maybe you can try compiling with:

    stack build  --ghc-options '-static -optl-static'

(and stack clean before, probably).

I am not a windows or stack user, so this I cannot test this. Report
back and let us know if it worked or not.
