I've just verified these steps work for me:

% sudo pacman -S
haskell-{unixutils,aeson,ansi-wl-pprint,mtl,optparse-applicative,safe,stringsearch,tar,utf8-string,zlib}
% ./Setup.hs configure
% ./Setup.hs build
~~~
