Looking further at xprop difference on jdk7 between main completion popup  
(which does not take focus) and small complementary window for long  
completions (which does), the main differnece looks to be in:

WM_STATE(WM_STATE):
	window state: Normal

which is present for the later. Is anyone aware if windows with normal  
states are managed in a different way?
