It seemed to work as far as the last step, with a lot of downloading and
compiling. But cabal-dev didn't work until I located it in
~/.cabal/bin/. But again it complains about base:

arcadia:~/xmonad-compile:$ ~/.cabal/bin/cabal-dev install
Resolving dependencies...
cabal: There is no installed version of base
arcadia:~/xmonad-compile:$ 

Probably time to give up, I think.
