[xmonad] Borders visible when switching workspaces with noBorders

Hello everyone.

When switching from a workspace (with "noBorders") to a a workspace
with or without borders ("noBorders"), the focused border on the
workspace with "noBorders" is displayed briefly before switching.

Is this expected behavior? I haven't combed through the source code to
verify as my Haskell is embarrassingly bad.

To reproduce:
1. Open a window x in a workspace i with "noBorders"
2. Open another window y in a different workspace j with or without
"noBorders" (doesn't matter)
3. Switch between the two.

1. From this, you'll notice that window x in workspace i will have
borders. After switching to workspace j, everything is normal.
2. Switching workspace j to workspace i is normal. Window x does not
appear to have borders.
