But if you're running 0.9, it's probably easier to copy:

http://code.haskell.org/XMonadContrib/XMonad/Layout/TrackFloating.hs

to  ~/.xmonad/lib/XMonad/Layout/TrackFloating.hs

Then follow instructions in that file (just apply  trackFloating to your  
layout(s) as desired)
