That would require Portage to scan every user's home directory  
for .xmonad/xmonad.hs and then switch to that user to recompile for them  
(or maybe just "touch" it so it is rebuilt on next xmonad start); I'd  
imagine nobody wants to deal with the rat's nest *that* involves.  (Let's  
just say that adopting a policy of "packages can scan users' home dirs" has  
all sorts of ugly privacy implications, the main cure for which involves  
the package manager providing specific support for that itself so it can  
make sure the scan is done with reduced privileges *and* minimize the  
chances of data leakage... the latter of which is difficult at the best of  
times.)
