[xmonad] toggling struts in response to urgency

You could reset the layout, and then toggle struts (if you default is no
gap). But then you loose your layout selection and state.

The other option is to edit the code for avoidStruts, and add a message
like setStruts.  I've wanted this feature at one point too.
