As not all applications set the transient hint for the windows they spawn
(that mostly are dialogs), with firefox being one of this apps I suggest to
merge isDialog into core and add a ManageHook for floating dialog windows
in the default config.

This is the "expected behaviour" for dialog windows, and is a good
workaround that corrects the bad applications behaviour.
