[xmonad] error when building xmobar 0.9-3

Some of the flags for configuration are needed to avoid that issuse: 
--constraint="base<4"

When you configure it multiple times, the older settings are lost 
(consistent with all other build systems).

If you configure as such: it should work.
> runhaskell Setup configure --disable-optimization --prefix=/usr \
    --flags="with_xft" --constraint="base<4" || return 1
