[xmonad] darcs patch: Add WindowArranger a layout modifier to ... (and 1 more)

Hi,

this is an improved version of windowArranger, which fixes some issues
and cleans the code.

The idea I'm working now is a layout modifier to draw decorations
around windows. Hope to come up with something soon.

I think that this stuff should be waiting for the new release to come
out.
