[xmonad] automatically generating template xmonad.hs if it doesn't exist

And X server bugs and network glitches (anyone else remember that X11  
is a *network* windowing environment?) and the occasional odd client  
bug.

And switching layouts has the wonderful side effect of causing my  
xemacs to get into an argument with xmonad requiring me to kill one  
or the other.
