Now this issue is more serious than what I thought the patch addressed.  I
thought the patch was about desktop panels and such.

Yes, I think so.  It is now applied.

Regarding Debian specific patches, I'd really rather not have that.  If there
is an issue that is important for Debian users, it is probably important to all
xmonad users.  As such, it seems best to lobby for inclusion upstream rather
than help only a minority of the xmonad community.
