[Xmonad] Add FloatLayout, a Layout Transformer adding a floating layer

Thanks for the comments.

I reworked the thing a bit, and split it into two modules now:
LayerLayout which does the layering bit and
FloatLayer which does the floating part.

Still work in progress, but here comes the new version ;-)
