After some discussion on IRC, we came to a few conclusions:

 - We'd rather not respect size hints in tiling mode.  Certain size hints will cause
ugly gaps between windows.
 - Floating mode will fix many of the grievances mentioned.
 - Floating mode should respect the initial size given in a ConfigureRequest.

Therefore I've marked this bug as low priority -- it will wait until floating mode is
implemented.
