In the interest of full disclosure... this doesn't seem to work
either. blah. 

the current, really does work solution: 

map Caps Lock to mod3 with:

clear lock
add mod3 = Caps_Lock

and leaving the rest default works quite nicely... And eliminates that
horrible caps lock key too!
