The floating layer is done, so I'm refining this ticket to just the 2 cursor issue.

The stack changes required are bigger than i'd anticipated. In favour of stability,
I'm bumping this back a revision. The remaining issue with the floating layer is well
understood, and only appears in fullscreen mode: we can live with that as a `feature'
for now.
