[Template-haskell] Splice Imports

It should be, but it isn't (yet, anyway). It's one of those
straightforward but tiresome jobs I have not gotten around to.  I'll do
it if enough TH users yell, loudly enough!

Being able to add to exports seems desirable too, but requires some new
syntax...
