Not sure if this answers your question, but I set up such a darcs->git
mirror years ago on http://git.haskell.org/darcs-mirrors/transformers.git
to be used as upstream repo for  GHC's actual submodule
http://git.haskell.org/packages/transformers.git  (which needs to be a
separate repo for reasons), and which is the source of the GitHub mirror
https://github.com/ghc/packages-transformers
