Proposal: Add (<$>) to Prelude as part of the AMP in GHC 7.10-RC3

As the results were almost unanimous, we've merged both. [1][2][3]

This was mentioned in the GHC Status Update
<https://ghc.haskell.org/trac/ghc/blog/weekly20150310> today and they
should appear in RC3.
