RFC: include a cabal-install executable in future GHC releases

I couldn't find them, and they're not listed at 
<http://www.haskell.org/cabal/download.html> (except OS X), or at 
<http://www.haskell.org/haskellwiki/Cabal-Install>, or at 
<http://hackage.haskell.org/package/cabal-install>.
