Proposal: add ifM and whenM to Control.Monad

But "if you must", I would prefer m-prefix to M-suffix, to keep things
consistent. If we start breaking those conventions, things get messy,
and I can't reliably predict what a function that deals with monads
does any longer, except for "it does something which involves monads
at some stage".
