Multi-version GHC PPA for Travis-CI (was: GHC HEAD vs Hackage, panic-free edition)

Hey,
this is awesome.

For similar reasons I set up https://launchpad.net/~typeful recently.  I

In an ideal world we would have PPAs for all the GHC versions + the
latest version of cabal install for all versions of Ubuntu back to the
latest LTS release.
