Flipped function application

As in the last discussion, I am in favor of adding a flipped function 
application operator.  My pick would be (|>), but I'd also support (&).  
Let's not reject this proposal this time, otherwise we'll have it back 
in a couple of months...

My take is that if a feature is repeatedly asked for (independently), 
it can't be that bad and should be added...
