Haskell Platform Package Guidelines

As promised... only a day late.... Here is a write up of some guidelines
for Haskell Platform Packages:

These are not hard and fast rules, nor an official requirements list. They
are mostly what I've initially pulled together from my experience as
release manager, and informal discussions with many of you over the last
few months.

I'm certain that these guidelines will evolve! This is just my first take.
