Haskell Platform proposal: Add case-insensitive

I couldn't spot any tests. Some ideas:

- It uses a few different implementations of toLower (Data.Char, Text,
toLower8) depending on how it is being used. Those implementations could
be tested against each other.

- Some concrete test cases including ASCII, ISO-8859-1 and Unicode
characters.

I think tests are important particularly because there may be scope for
optimising some of the implementations in future.
