export toDescList from Data.Map

Sorry to dredge this one up again, but this patch was apparently
applied more than a year ago, and yet when I look at the latest
version 0.2.0.1 of containers on hackage, uploaded on April 2009, the
changes aren't in the haddock (searching for toDescList reveals
nothing).  I was hoping to be able to finally remove my local hack!

Was the patch applied?  What's going on?  Will 6.12 include it?
