Timeouts uploading to Hackage

Uploads to Hackage have been rather flaky since day one, in my
experience.  I have often had two or three timeouts or complete hangs
before an attempt finally succeeds.  Since Hackage is hosted on the same
machine as darcs.haskell.org, which also has had numerous connection
problems, I just assumed this was normal.
