Building extra-libs using Cabal

| xhtml is fixed.  The others (plus GLUT, I think) are a Cabal problem.

| These are all trivial setup files, so these can be installed with
| cabal-setup.

But they should be there, right?  So the maintainers (or some public
spirited citizen) should add them.
