System.Info.os is wrong, Was Re: HDBC-ODBC compile problem

Thinking about it, it seems that the thing everyone uses this
information for is to make an isWindows function, so perhaps its just
easier to include isWindows :: Bool. Possibly instead of/as well as
this other information.
