Probably a mixture of
  (a) your message looked like an auto-mailed commit;
  (b) the short patch message did not mention which package/modules
      it was changing;
  (c) no one person has direct responsibility for the base package anyway.

I've merged your patches back into the CVS tree, but something went wrong
when I applied them to the main darcs repo of packages/base:

    Finished applying...
    Fail: Invalid --match pattern 'hash hash001)</comment>'.
        "match" (line 1, column 13):
        unexpected ")"
        expecting white space, operator or end of input
    Posthook ran successfully.

Someone should probably check what happened there, because I don't have
a clue.
