By the way, my random idea for a libraries database would be to have
the database updated by uploading Cabal description files which
include information about the package name, version numbers, modules
contained, compatibility, etc.

So whenever someone packaged up their library, they would upload the
description file to the server.  Maybe they'd upload the package
itself too, but that's another story.
