library packages and Debian

It's worth considering for the NMU to use the delayed queue (say 3 days).
This would give the proper maintainer a chance to check things manually and
make any updates needed. Obviously there's a balance to be struck between
timely availability and reducing the changes of broken packages, so this is
one variable that can be tweaked to get this balance right.
