  * automake/autoconf default to autodetecting base-4 and using that if detected
  This patch changes configure to autodetect the base-4 package and modifies the PACKAGES makefile
  variable to include base-4 (along with syb) if base-4 is detected. 
  This also adds --enable-base-4 and --disable-base-4 options to configure.
  Detection of base 4 package can be improved.
