Hmm, there's a few weird things in that bug report: Hugs 6.6? Do you
mean GHC 6.6 or Hugs Sep2006?

Anyway, primMinInt is just:

    instance Bounded Int where
        minBound = primMinInt
        maxBound = primMaxInt

So you can get it as:

    Hugs.Base> minBound :: Int
    -2147483648
