bug?

Ladies and Gentlemen,

I would like to report an error that occured, while trying to install
the hugs98 program in my computer.
At about 90% of the installation, I got the error message: Internal
Error 2203: C:\Winnt\Installer\32bb21.ipi, -2147287035
The same happened when I tried to run the Graphicslib.msi program.
I suppose it has to do with the installer of my operating system. I'm
having windows 2000 with service pack 3. I took a look on microsofts
home page, searched for an update, but I found out, that it is not
possible to install or update the installer with help of the program
that is available on this page. Did someone report you this error? Can
you suggest me a solution to this problem?
