If you really need Haskell 1.3, the Hugs 1.3 implementation is
somewhat close. You can find an archived copy here:

But if you want a current Haskell implementation, you should grab Hugs 98
(note the large change in version number :-)) from this site:
http://haskell.org/hugs/
or one of the other Haskell implementations listed here:
http://haskell.org/implementations.html
[These other Haskell implementations probably have archive versions too.]
