Feb 2001 MSI available

I've updated the installer a bit based on quick
feedback from Pepe Gallardo:
* moved user's manual so that WinHugs will find it.
* Haskell source files have been converted over to use
Win32 line terminators, i.e., CRLF.
* The installer will now also create a folder on the
start menu (Programs->Hugs98.)
