installer Package for windows version of hugs98-Dec2001

Hi,

thank for the report. The downloads page has been updated
with links to the Microsoft Installer runtime redistributables
for Windows OSes and setups that don't yet have this.

If that doesn't get you set up with Hugs, pls let me know.
