[Haskell] new SOE release with performance improvement

Thanks to the help from Peter Verswyvelen, a new SOE version is
available at http://www.haskell.org/soe, under the name
SOE-20071003.zip.

This update makes better handling of events and buffer swap, and
results in less CPU usage and smoother animation. The performance
improvement may be quite apparent on some systems, in particular,
those with software GL emulation rather than accelerated hardware. So
if you are having performance issues running current SOE, I suggest
you it a try.

It has been tested on Windows, Linux, and OS X.

PS: there's no change to GLFW since previous release, so if you have
already installed GLFW, you don't need to re-install it.
