That would be the next version of Haddock, courtesy of David Waern's Summer 
of Code project last year.  It is dependent on an unreleased version of 
GHC, which is why it has not been more widely announced yet.

The source is here;

   http://darcs.haskell.org/haddock.ghc

but you'll need a very recent GHC 6.7 snapshot in order to build it.
