[Haskell-cafe] GHC API stability initiative

Dear all,

At the end of last year I started collecting feedback from tool maintainers
about the costs of dealing with GHC as a library. Eventually the feedback
will be used to propose some actions to reduce these costs. Here's the last
update on the initiative [1].
