Next release of `cabal` and `haddock` will gain the capability of building documentation of a cabal project.   A few weeks ago when the PR (https://github.com/haskell/cabal/pull/8162) was still in review I wrote a blog post about it: https://coot.me/posts/cabal-haddock-project.html
